Surely because of the numerous deficiencies of democracy as well as the weak-points of the elected candidate, the words\\\" uli\\\'l-amr\\\" do not refer to rulers elected in a democratic process. + Thus Allah, who ordains the prophets, also ordains the \\\'uli\\\'l-amr:\\\' who must have some characteristics and qualifications: infallibility, divinely endowed with knowledge, moral excellence, miracles, extraordinary genius, divine ordination and authorization.
